HOE has a Local Advisory Board which acts like a Board of Governors in a school.  The members of the board are made up in a similar way to governors and have similar responsibilities.  They have a strategic role in setting and monitoring the aims and objectives of the unit to ensure children are safe, have their needs met and receive a good standard of education.

The board is also responsible for monitoring the budget to ensure that it is used specifically for the teaching and learning of the pupils and provides good value for money. The Finance Committee of The Skylark Partnership, have overall control of the budget. 

Responsibility for all decisions about the recruitment and management of staff also sits with the board and staff are employed by the Trust .

Local Advisory Board (Governance)

Hospital and Outreach Education (HOE) is an Alternative Provision Academy commissioned by Northamptonshire County Council (NCC) to provide education for children and young people who are in hospital, or who are too unwell to go to school full time. HOE has a Local Advisory Board rather than governors although the governance function is very similar. Local Advisory Board and members hold an important public office and their identity should be known to their own organisation and to wider communities. Section A: Remit of the HOE Local Advisory Board:

The three key areas of responsibility for the HOE Local Advisory Board are to:

  • provide a strategic view
  • act as a critical friend
  • ensure accountability.

This means that the Local Advisory Board must: ” have a strategic role setting out and monitoring the aims and objectives of the AP Academy to ensure children are safe, have their needs met and receive a good standard of education“, in line with the statutory guidance.  The Local Advisory Board in the trust also have responsibility for all decisions related to the recruitment, management, appraisal, budgets, suspension and dismissal of staff.
